Rebuilt the virtual directories at least 5 times, bounced firewalls, bounced servers, and bounced my head a few times off of a wall. Everytime I select "require client certificate" the website doesn't promt for a cert select nor does it even generate an error. Solution: I went into IIS manager and clicked on the properties of the "Default Web Site." I then clicked on the "advanced" tab next to the IP address assignment area and So I checked the Hosts file (C:\windows\system32\drivers\etc), opened the Hosts file in notepad and, lo and behold, there was the offending entry.
